It means the process has isolated failure modes, not distributed ones. Distributed quality problems — where the failure mode is not occasional deviation but systematic drift — are amplified, not corrected, by automation. The scale exposes the drift rather than containing it.
The definitions the process depends on must be stable and shared across the organization. Automation requires encoding the logic of the process. The common mistake is treating automation as the first investment rather than a downstream one.
